Budget allocation to Ministry of Special Initiative wasteful – Minority Leader

Parliament has approved 2018 budget estimate of one billion two hundred and thirty-nine million cedis for the Ministry of Special Initiative to enable it to implement its programme of activities for the fiscal year.

Speaking before the approval of the amount, Chairman of the Finance Committee of Parliament, Dr Mark Assibey Yeboah said, one thousand mechanised boreholes will be constructed under the water for all project.

One thousand toilets will be constructed across the country, two hundred and seventy four ambulances and two hundred and seventy five CHIP compounds to improve access in all Communities and provision of eighty -seven six-unit classroom blocks.

MP for Bolgatanga Central, Isaac Adongo, said the allocation of funds to the Ministry of Special Development Initiative will lead to wastage and deprive assemblies funds to do their work.

He said administrative cost alone will take about 35.6 million cedis at the neglect of providing infrastructure for the country.

Minority Leader, Haruna Iddrisu, who was reluctant to approve said the budget for the Special Development Initiative is wasteful.

He said the Ministry is expected to provide supervisory role and so dedicating such amount equals to duplication of duties.

Majority Leader, Osei Kyei-Mensa-Bonsu, said it is a fact that the functions of most ministries overlap, but that can never be equated to duplication. He said going forward, the country must deliberate on the best way to get value for money.

Meanwhile, the Minister of Special Development Initiatives, Hawa Koomson says the Minority is misleading the public with their arguments of duplication.

Speaking with the media after the approval of the Budget she said the new projects to be built cannot be compared to the existing ones which don’t have modern features of what the Ministry intends to build.

Madam Koomson said the Ministry will account for every pesewa allocated to it.
